They are in the front line of climate change impacts; the ecosystems and biodiversity on which they rely are increasingly degraded and their access to suitable agricultural land is declining in both quantity and quality.
A central concern in the policy debate over climate change, environmental degradation and recurrent disasters is the capacity of human social and economic systems to prevent mitigate and recover from climatic hazards. Adaptation to heightened risk, in a context of increased uncertainty and rapid change, requires new concepts and tools.
